Professor Dale Stephens Participation in ICRC Sponsored Events in Geneva

Professor Dale Stephens was recently invited by the International Committee of the Red Cross (ICRC) to present a paper on the relationship between the Geneva 1977 Additional Protocol I (which principally applies to land warfare) to the law of naval warfare.

In particular he participated in the ICRC sponsored Global Initiative on International Humanitarian Law in relation to the second State Consultation on Naval Warfare.

The event was supported by the ICRC and co-chaired by Egypt and Indonesia. The presentation prompted a number of State responses from those in the room and also from those participating online.

There is a parallel project on the update of the San Remo Manual on the Law of Naval Warfare that Prof Stephens is participating on as part of the drafting Committee. He and other members of the drafting committee were in Geneva to contribute to this State Consultation process.

He also participated in the Swiss Society for Military Law and Law of War Colloquium that dealt with the legal obligation of precautions in armed conflict. During his time in Geneva at the ICRC HQ he briefed ICRC delegates (both in Geneva and online from around the world) on an Adelaide University led international law project to develop a Manual (working title 'Wayfarer Manual') on Air and Maritime Navigational Rights within the Indo-Pacific Region. The briefing prompted considerable engagement and questions regarding the scope and composition of the experts participating within that project.

The 'Wayfarer Manual' project has received Australian Government funding will include a number of key Adelaide University undergraduate student research assistants.
